He is without conscience and believes he can do as he pleases regardless of the consequences to others. A true psychopath. And he is able to do as he pleases. He received only a "waring citation" and is allowed to avoid the press.

Well, I guess with all the crisis' of the administration...this newest cold and careless behavior of Dick Cheney is something the psychopath does not want to be questioned on. After all there was one incident reported early in the first term where an "enemy" of Cheney's had secured the services of a private security firm, but before they were in place the man was dead. The claim was it was a suicide, however, all surrounding evidence contradicted that and no investigation into the cheney connection was done.
