Is this incompetence or is Bush failing on purpose to fulfill Ronald Reagan's dream of destroying FDR's Federal government?

Excerpt: What better way to destroy our Federal programs than to allow them to fail. How else to explain why our country can send a water purification plant half way around the world to help the tsunami victims but can't get basic needs into the Gulf Coast area? In fact, help from Wal-Mart and others were turned away in the beginning by FEMA.

Not only was Katrina catastrophic but the failed response compounded the problem. Bush wanted the rescue attempts to fail so he and his neocons can prove that the Federal Government cannot do the job. Just as Dick Cheney dismantled the military under President Bush's father so that he could begin to privatize the military once he took over Halliburton, so begins the privatization of FEMA and the Army Corps of Engineers by allowing the recovery efforts to fail on the Gulf Coast.
Follow the money and see who benefits by Bush's so called incompetence.

New Orleans faces doomsday scenario


Excerpt: New Orleans is sinking.
And its main buffer from a hurricane, the protective Mississippi River delta, is quickly eroding away, leaving the historic city perilously close to disaster.
So vulnerable, in fact, that earlier this year the Federal Emergency Management Agency ranked the potential damage to New Orleans as among the three likeliest, most castastrophic disasters facing this country.
The other two? A massive earthquake in San Francisco, and, almost prophetically, a terrorist attack on New York City.

I would say its both; but mostly incompetence. The man is a polymorphic drug user who relied on "faith" to reform himself. He's still a drug user, only now his drug is fundamentalism.
