Medicare Benefit Cuts, Tax Hikes Taken Off Table in Dwindling Debt Limit Talks
Both sides played one of their cards in the battle over the debt limit and a deal on the nation’s budget deficit today. First, Senate Minority Leader Mitch McConnell told National Journal that there will be no tax increases in any deal that results in an increase in the debt limit. He also spelled out what the deal would look like in his perfect world, and even managed to offer some political advice to the President.

First, Senate Minority Leader Mitch McConnell told National Journal that there will be no tax increases in any deal that results in an increase in the debt limit. “I can say pretty confidently, as the speaker has, that we are not going to raise taxes in this agreement,” McConnell told National Journal during a lengthy interview in his Capitol office. “And what the president ought to say to his own political left is, ‘Those crazy Republicans won’t let me raise taxes, but we need to do this for the country.’ That would be my advice to him. I’m not his political adviser.” […]

McConnell told NJ for the first time what the deal needs to look like. He said that there’s not enough time to consider comprehensive tax reform and that he wanted spending caps for eight years of any 10-year deal to resemble those created in the mid-1980s by the Gramm-Rudman-Hollings legislation.

“We would have to do something significant. A top-line for at least ’12 and ’13 on our annual discretionary spending that continues to send spending downward,” McConnell said. “Caps beyond that; it’s better to have them than not. Out-year caps are worth having, even though we all know some people view those as a promise to something someday maybe. But the next two years would be clearly real and enforceable.” […]

“Out of this debt-limit discussion we need entitlement changes. I’m not going to get into what kind,” he said. “But we need entitlement changes that bend the trajectory significantly downward. I’m not going to negotiate the details of that with you, but this whole package would have to be viewed by Moody’s and Standard and Poor’s and foreign countries and the American people.” He said that the changes need to be dramatic enough to convince everyone that Washington is serious about the problem, “that adults are in charge in Washington and we’re going to get our house in order. We’re talking here about trillions, not billions.”

The demands on entitlements are actually less stringent than McConnell’s prior remarks, which demanded cuts to Medicare. Senate Democrats slammed the door shut on that today, sort of, by saying that benefit cuts would not be allowed. Other cuts, along the lines that Democrats have already described, such as the kind of cuts to corporate welfare in the Affordable Care Act, or allowing Medicare to negotiate for prescription drugs, or moving dual eligibles to Medicaid, could be part of a deal. But benefit cuts are straight out.

Yesterday, the Wisconsin Supreme Court did exactly as predicted and limited public employees collective bargaining rights — showing their priorities “with unusual speed“. So Madison is about to see yet another large demonstration. In addition to guaranteeing his recall, will Governor Scott Walker start off his campaign to do the Koch Brothers bidding by placing provocateurs in the crowd this time?

And so let this new round of protests bring on the fluttering Noonian cries of horrible liberals trying to foment class warfare (maybe Austan Goolsbee will join in too?).  After all what could the poor and middle class possibly have to complain about? Charts showing the cliff diving of workers’ income is turned into a smile your average CNBC viewer hears because businesses (as opposed to most people, or State governments) are sitting on large piles of cash and not using it to hire people. So somebody is getting wealthy…and it’s people like the Koch Brothers.

Heaven forbid anyone else get to ask for anything.

American students in elementary, middle and high schools are bombing their history lessons, with only 12 percent of high school seniors performing at a satisfactory level on a nationwide test and 2 percent being able to correctly answer a question regarding Brown v. Board of Education. Critics say the poor test results are a product of inadequately designed state and federal education policy, especially the 2002 No Child Left Behind Act, which gave teachers incentives to devote time to subjects such as math and reading and neglect history. —ARK The New York Times: American students are less proficient in their nation’s history than in any other subject, according to results of a nationwide test released on Tuesday, with most fourth graders unable to say why Abraham Lincoln was an important figure and few high school seniors able to identify China as the North Korean ally that fought American troops during the Korean War. Over all, 20 percent of fourth graders, 17 percent of eighth graders and 12 percent of high school seniors demonstrated proficiency on the exam, the National Assessment of Educational Progress. Federal officials said they were encouraged by a slight increase in eighth-grade scores since the last administration of the history test, in 2006. But even those gains offered little to celebrate, because, for example, fewer than a third of eighth graders could answer even a “seemingly easy question” asking them to identify an important advantage American forces had over the British during the Revolution, the government’s statement on the results said. Diane Ravitch, an education historian who was invited by the national assessment’s governing board to review the results, said she was particularly disturbed by the fact that only 2 percent of 12th graders correctly answered a question concerning Brown v. Board of Education, which she called “very likely the most important decision” of the United States Supreme Court in the past seven decades. Read more

Maybe in Kenya, but certainly not here. This plan will amount to deficit increases, not reductions. BOLLING: After about 25 minutes of trashing the GOP plan to tackle $6 trillion in deficit, Obama finally got to his gimmick — I mean, his plan. His plan is a 12-year, four-part scenario that breaks down like this. Number one, use the $38.5 billion in savings from last week’s budget deal, but the president’s math is a bit more than fuzzy: 38.5 times 12 is not $750 billion like he proposes, it’s $462 billion. Bolling: Border Around Long-Form Birth Certificate “Had To Be Photoshopped In.” Following the release of Obama’s long-form birth certificate, Bolling claimed that the birth certificate’s “green border” “had to be Photoshopped in.” Bolling also suggested Obama’s birth certificate wasn’t authentic because the doctor “who signed it” didn’t tell his family he had helped deliver baby Obama. BOLLING: You need to know this. You see this fold? This has clearly been photocopied from a book. You see that? It kind of folds back to, like, almost like the binding of a book. And then for some reason, there’s green — there’s a green border around it that had to be Photoshopped in, and I’m trying to figure out why they would do that.

Bolling: Downtown NYC Islamic Center “May Be A Meeting Place For Some Of The Scariest … Some Of The Biggest Terrorist Minds.” On the August 19, 2010, edition of Fox News’ Fox & Friends, Bolling claimed that a proposed New York City Islamic center “may be a meeting place for some of the scariest minds — some of the biggest terrorist minds.” Bolling also smeared Imam Feisal Abdul Rauf, the Sufi leader spearheading the project. He stated: “We looked far and hard for someone to say that it is OK to burn the Quran.” He then stated: “The sensitivity issue seems to be the key here for the mosque. Bolling used a grant awarded under the stimulus bill to climate scientist Michael Mann to revive the debunked claim that emails stolen from the Climatic Research Unit at East Anglia University, some of which were written by Mann, undermine the scientific consensus on manmade global warming. His guest, Tom Borelli, further stated that Mann was “at the center” of the controversy, adding, “[T]hese emails that they’re all looking at, it seems like the scientists themselves don’t believe there’s such a consensus because they have their conclusion that man’s causing it, and now they’re trying to ram the data to force-fit it.
