Senators Introduce Permanent Ban To Global Gag Rule

Last night, Sens. Frank Lautenberg (D-NJ), Barbara Boxer (D-CA), and 15 other senators reintroduced legislation that would permanently repeal the Global Gag Rule — which prohibits foreign organizations receiving U.S. development assistance from using their own funds to perform abortions or provide women with information and referrals for the procedure. The gag rule was initially instituted by President Ronald Reagan in Mexico City in 1984, lifted by President Bill Clinton on the anniversary of Roe v. Wade in 1993, reinstated by President George W. Bush on his first working day in office in 2001, and then lifted again by President Barack Obama. The Republican House is now seeking to bring back the measure. Lautenberg’s and Boxer’s Global Democracy Promotion Act (GDPA) states, “foreign nongovernmental organizations shall not be ineligible for such assistance solely on the basis of health or medical services, including counseling and referral services, provided by such organizations with non-United States Government funds if such services do not violate the laws of the country.”

California may be a testing ground for the ACA: “If you want to know what the future of health reform will look like, keep an eye on California. The state has pushed aggressively to set up the Affordable Care Act, only to run full speed into daunting obstacles that could derail its efforts.” [Sarah Kliff]

HHS struggling with the so-called dual-eligibles: “A top CMS official on Wednesday (Sept. 21) urged lawmakers to give the agency more time to study ways to better handle dually eligible beneficiaries before stepping in with legislative reforms, making the plea as Senate Finance Committee members signaled strong bipartisan support for addressing the issue, which is also viewed as a potential cost-saving area by the debt law’s super committee.” [Inside Health Policy]

Wyden is frustrated over the lack of progress: “We have been treading water on this issue, literally, for decades,” Wyden said during a Senate Finance Committee hearing. Markets tumble after Fed says it will buy longer-term bonds to try to boost economy

The Federal Reserve took a dramatic step Wednesday to help revive the economy, resuming its unconventional efforts at stimulating growth nearly a year after embarking on an initiative that ultimately failed to deliver a healthy recovery.

The Fed’s latest move aims to lower interest rates on mortgages and other long-term loans without making another major infusion of money into the economy — and brushes aside a crescendo of criticism from Republicans who have been making the Fed a campaign issue.

Republican presidential contenders refocus efforts in Iowa

WATERLOO, Iowa — Texas Gov. Rick Perry’s late entrance into the race for president — and his quick rise to the top of the Republican field — have caused his main competitors to focus more of their efforts in Iowa to try to slow his ascent here and nationally.

Former Massachusetts governor Mitt Romney, who has spent little time and resources here, has essentially reversed his strategy. Romney’s advisers are scheduling several swings this fall, with the first likely to come within weeks.
