In a surprising show of bipartisanship, 78 Senators voted against Sen. Rand Paul’s (R-KY) plan to offset disaster aid relief and FEMA funding with cuts to foreign aid. Only 20 senators voted for it. The stand-alone funding bill will provide $6.9 billion in emergency relief funds for fiscal year 2012. Paul demanded that the Senate use funds “from the coffers of our numerous nation-building programs overseas” rather than by “borrowing on the backs of our children and grandchildren.” The Senate proceeded to pass the relief package 62 to 37.

Over GOP objections, Senate passes $7 billion FEMA bill

The Senate voted Thursday to spend $7 billion on emergency disaster relief over the next year, as Democrats and Republicans from storm- and tornado-ravaged states joined for a forceful show of support for storm victims that will set up a showdown with the House on disaster funding.

The measure passed 62 to 37 as eight Republicans defied their party leadership, which had rejected the measure as an unnecessary political sideshow and backed the spending.

Turkey agrees to host U.S. radar site, a key piece of Europe missile shield

The Obama administration signed accords this week with three NATO allies to host cornerstones of a missile shield over Europe, including a highly sought-after deal with Turkey that will allow the installation of a U.S. radar station close to Iran.

After nearly two years of talks with Washington, Turkey’s Foreign Ministry announced Wednesday that it would allow the U.S. military to operate a high-powered X-band radar station in Malatya province, about 400 miles west of the Iranian border. Along with similar radars deployed on U.S. Navy ships in the Mediterranean Sea, the station is intended to provide early warning of missile launches from Iran.

House passes bill to limit NLRB authority, in battle over Boeing ruling

The House on Thursday approved a bill that would limit the authority of the National Labor Relations Board, the latest salvo in a partisan battle over the agency’s ruling against Boeing earlier this year.

The bill, H.R. 2587, introduced by freshman Rep. Tim Scott (R-S.C.) passed Thursday on a near-party-line 238-to-186 vote. It would prevent the NLRB from “ordering any employer to close, relocate, or transfer employment under any circumstance.”
