I think that happens with any running candidate. "Making noise" isn't enough. The fence sitters are scared of the noise and don't want to be seen as zealots. A grass roots movement works, not getting in the face of others and telling them that they are stupid. Bumper stickers, buttons and wristbands showing others your stance leaves them to feel you might be open to talk.
